All students enrolling in the district complete a Home Language Survey as part of the registration process. This survey helps identify students who may need additional language support.
The screening process begins with a Home Language Survey completed by parents or guardians during registration to determine whether a language other than English is used. If indicated, district staff conduct a family interview to gather additional background information. The team also reviews prior academic records and educational history and may administer the WIDA Screener to assess the student’s English language proficiency. Based on this comprehensive information, the district determines whether the student qualifies for English Learner (EL) services and communicates next steps with the family.
Instructional Focus
EL instruction is designed to support both language development and academic achievement. Instruction focuses on developing students’ listening, speaking, reading, and writing skills in English while also supporting their understanding of academic vocabulary and content across subject areas. Instruction is differentiated based on each student’s language proficiency level, and EL teachers collaborate closely with general education teachers to ensure students can access grade-level curriculum. Services may be delivered through a variety of models, including small group instruction, co-teaching, and push-in support within the general education classroom.
Exit Criteria
Students exit the English Learner (EL) program based on Pennsylvania Department of Education (PDE) established criteria, which include demonstrated proficiency on the ACCESS for ELLs assessment as well as additional academic indicators. Students must meet the required proficiency levels and show that they can succeed in the general education environment without language support. Students may only exit the program at the conclusion of the academic year. After exiting, students are monitored for a period of two years to ensure continued academic success, and additional supports may be considered if concerns arise during that time.
Parent Resources
Families play an important role in supporting their child’s language development. Additional information about English Learner services in Pennsylvania can be found through the Pennsylvania Department of Education’s Educating English Learners webpage. If you have questions about your child’s eligibility or services, please contact your child’s school or the district’s EL staff.
